Small Purchase Maximum Dollar Limits/Competitive Solicitation Thresholds (FY2017)

The Chief Procurement Officer of Higher Education has indicated the small purchase maximum dollar limits/competitive solicitation thresholds for individual procurements of supplies or services other than professional or artistic services, and procurement of construction. These adjustments are based upon the increase in the Consumer Price Index as provided in the Higher Education Procurement Rules. Effective July 1, 2016, the bid limits are as follows:

Supplies, Equipment or General Services (Excludes Professional & Artistic Services ≤ $56,200
Construction ≤ $78,800
Professional and Artistic Services including:
  • Law
  • Accounting
  • Medicine
  • Dentistry
  • Clinical Psychology, and
  • Custom-Produced Art
< $20,000

Those construction-related professional services subject to the Architectural, Engineering and Land Surveying Qualifications Based Selection Act [30 ILCS 535] are exempted from the Procurement Code, and currently are required to be procured through competitive selection procedures if $25,000 or more.

Real property purchases and capital improvement leases continue to be subject to competitive solicitation through a request for information (RFI) if the purchase/lease is is ≥ $100,000 per year or ≥ 10,000 square feet of space.
