Tuition Remission - Urbana-Champaign

The UIUC Office of Government Costing is responsible for the UIUC tuition remission rate as follows:

  • Tuition Remission rate calculation and support
  • Submission of rate calculation, providing audit support, and rate negotiation 
  • University Communications 
  • Maintaining healthy working relationships with contacts including University Administration, Departments/Units, and Federal partners.
  • The Tuition Remission rate process is performed annually based on an academic year and involves analysis of the actual cost of tuition waivers as accepted by individual students. Tuition waived and student salaries data for the graduate assistant Tuition Remission Rate is obtained from the Division of Management Information databases (www.dmi.illinois.edu). The amount of tuition waived by each student is calculated for the two academic year semesters and the summer.

In simplest terms, the tuition rate is calculated as follows:

  • Value of tuition for graduate students with tuition waivers is analyzed in 3 forms from full cost to base waiver in-state amount.
  • Salaries paid to the students who received the tuition waivers is identified by individual student. 
  • The tuition rate is calculated as the value of the tuition waivers accepted divided by the salaries of the students who received the waivers. This is calculated in the 3 scenarios.

The University submits the tuition remission rate calculation to our federal cognizant agency, the Office of Naval Research (ONR) for negotiation and approval. In addition, ONR contracts with the Defense Contract Audit Agency (DCAA) to perform an audit of the rate.

Tuition Remission rates change at the beginning of each fiscal year. The value of tuition remission rates is significant with annual recoveries of approximately $20 million for UIUC in FY16.
