Responsibilities

The Vice President/Chief Financial Officer and Comptroller delegates authority to the Senior Associate Vice President for Business and Finance/Deputy Comptroller to:

  • Develop and issue operating policies and procedures for budget planning and operations
  • Supervise budget planning and operations
  • Develop and maintain budgetary systems

The Office for Planning and Budgeting plans budget requests, drafts legislation for the annual appropriations bill, and justifies the budget request.

The chancellor delegates authority for making budgetary allocations to the provost. The provost allocates state and institutional funds budgets to colleges and vice chancellors at the beginning of each fiscal year. The provost also allocates campus reserve funds during the fiscal year based on program priorities and availability of resources.

The Office of Business and Financial Services and each campus provost work together to oversee the day-to-day budget operating systems. Daily operations include comparing budgets and reports to the actual budget and processing budget transactions for their campus.

Deans and vice chancellors further allocate state and institutional funds budgets to units at the beginning of each fiscal year. They also allocate funds throughout the fiscal year to support unit programs and campus initiatives.

Unit business managers monitor current year expenditures to ensure compliance with their spending plan.
