University Risk Management

Auto Liability

The University’s auto liability coverage is provided through the State of Illinois Auto Liability Self Insurance Plan.  Central Management Services (CMS) is the State agency with the responsibility of administering the Plan.  Coverage applies for vehicle use in the course of University business only.  No personal usage is allowed.  Neither the University, nor the State of Illinois will insure the driver who uses a University motor vehicle for unauthorized purposes.

The State’s coverage is for bodily injury and/or property damage a University employee causes to a third party.  The Plan does not provide any physical damage coverage for the vehicles.  The only exception is for a rental vehicle.  In that instance the State Plan would be excess over any physical damage coverage supplied in the rental contract.  UORM also purchases commercial auto policies, mainly to provide coverage for vehicles in loaner programs, but we can also insure physical damage coverage for department vehicles as well as liability coverage for uses the State might not consider State business but which the University deems should be covered.

For additional and detailed information please review Section 15.3, Use of University Motor Vehicles and Section 15.4, Use of Personal and Rental Motor Vehicles for Official University Travel of the Business and Financial Policies and Procedures manual. For more information on the insurance coverage which is available to University employees while performing state or university business, see Accidents in University Vehicles: Regulations and Coverage.
